Goblins are opportunistic, cowardly, malicious, neutral evil little buggers that revel in schadenfreude, violence, and the little power they are able to grasp. They are tricksters who bow to the most powerful among their ranks, but have little problem trading out leadership on a dime. In combat they can naturally Disengage or Hide as a bonus action, and goblin bosses are actually able to nab nearby goblin peons to take the brunt of attacks intended for them instead.

We know that Scanlan has some history with goblins, as a wave was responsible for the death of his mother and the destruction of his home town. For the average town (or a group of common guards), goblins can form a significant threat, especially when they use their numbers to attack. However, for a party of mid-level adventurers, they are more often an annoyance, or a sign of something bigger that they either serve or, in the case of Episode 01, are fleeing from. Even with the augmented strength of a couple ogres, the “encounter” with the fleeing horde of goblins was not meant to be challenge to a party of level 8 and 9. A couple fireballs, a few projectiles, and a little croquet were easily enough to take out the harbingers and provide a warmup for a real challenge.
